Criminal Charges to be laid against NSW Government Workers for Chemically Restraining Thousands of Stolen Children To Keep Them Quiet

The NSW Childrens Guardian defines Abuse by Chemical Restraint as : "Definition: the abuse of medication to control or influence a child’s or young person’s behaviour, mood or level of arousal, for the sake of convenience or for disciplinary purposes. Where no mental health condition has been diagnosed and/or where there is no behaviour support/management plan this is a prohibited practice. "
Seclusion is defined as : " isolation of a child or young person in a setting from which they are unable to leave for the duration of a particular crisis or incident."
And how's this for DOCs statistics published by the NSW Childrens Guardian (attached) ... almost one third of Fatal Assaults on Children and Young People happened whilst children were in alternative care.
Doesn't this show, more than ever, that DOCs have a poor track record in thier decisions on which children need to be removed from harm and which do not? Wouldn't this show that one third of DOCs decisions are deemed wrong?
